  16. do not forget, the 'connect speed' message is meaningless, what 
  17. matters the most is the data throughput. It is up to the code 
  18. developer and marketing (USR) deciding about whether 
  19. - it is  better to impress the end user with high numbers when it 
  20. comes to connect speed message but have the data full of garbage and 
  21. the data transfer with many packet retransmissions or
  22. - if it is better to eat the pride and connect 26.4k right from the 
  23. start while suffering from no errors, thus delivering the target 
  24. file eventually faster than at error-ridden 28.8k!

  26. furthermore, you can connect at 28.8 and see that reported when the 
  27. initial handshake is over. Soon after your modem may renegotiate the 
  28. rate or retrain and fallback, which fact is completely hidden from 
  29. the end user who continues to blindly believe the entire connection 
  30. for 1 hour was at the same speed as the initial message. Not quite 
  31. so! You might get some clues about what is going on if you have a 
  32. better modem equipped with a display or on-line diagnostics in 
  33. command mode.
